Boycott of 'anime' fair worries industry

The animation industry has expressed concern over the Tokyo International Anime Fair 2011 because a group of publishers plans to boycott the event as a protest over stricter regulations on sexually explicit manga and "anime."

The threatened pullout by 10 major comic book publishers, including Kodansha Ltd., Shogakukan Inc. and Shueisha Inc., threatens to jeopardize the fair, the Association of Japanese Animation, which serves as the event's secretariat, said in a statement.

The association has also expressed regret over the amendment of a Tokyo Metropolitan Government ordinance that toughens regulations on the sale of manga and anime containing "extreme" depictions of sexual acts.

At the same time, the association underlined the significance of the fair, saying it has raised international awareness of Japanese animation.

Tokyo Gov. Shintaro Ishihara, who serves as chairman of the fair's organizing committee, has said the March 24-27 event will go ahead regardless of the boycott.

The revised ordinance calls on the industry to regulate itself to prevent those under 18 from purchasing or accessing comics and anime containing depictions of rape and other sex crimes, and those "unduly lauding or exaggerating" incest.

The firms behind the boycott plan to hold an event at the same time in Makuhari Messe, Chiba Prefecture, according to earlier reports.
'Anime' workshop

A Tokyo museum is offering "anime" animation workshops for young visitors who aspire to work in the industry.

The free Suginami Animation Museum, opened in 2005 as the country's first museum devoted to anime, lets visitors engage in anime production processes such as voice recordings and coloring.

Visitors can also explore, through video and panel exhibits, the history of Japanese animation going back to 1917, as well as recent developments in anime production, including digitization and the expansion of the role of overseas studios in Japanese anime production. The museum also has a library of around 1,500 anime DVDs.

Manga creator Takeshi Nogami (Sailor-fuku to Jūsensha, Panzer fräulein ALTESEISEN), anime writer and setting advisor Takaaki Suzuki (Strike Witches, Last Exile), and translator Dan Kanemitsu (new Evangelion films, Love Hina) are collaborating on a dōjinshi (self-published work) about the recently passed amendment to Tokyo's Youth Healthy Development Ordinance.

Saru Demo Wakaru To-Jōrei Taisaku ~Monkey Business~ (An Idiot's Guide to Tokyo's Harmful Books Regulation) will be available at Comic Market 78 on December 31 at the Tokyo Big Sight event complex. The Japanese/English book will also be available from Amazon Japan.

The current ordinance already prevents the sale and renting of "harmful publications" — materials that are "sexually stimulating, encourages cruelty, and/or may compel suicide or criminal behavior" — to people under the age of 18. Tokyo's Bill 156 will expand the definition of "harmful publications"; the industry will now regulate "manga, anime, and other images" that "unjustifiably glorify or exaggerate" certain sexual or pseudo sexual acts. The government can also directly regulate these images if the depicted acts are also "considered to be excessively disrupting of social order" such as rape.

The upcoming dōjinshi will feature manga parodying the amendment along with English translations of the dialogue. There are also Japanese essays for which Kanemitsu is translating into English online. The creators encourage readers to share the book, as long as it is done noncommercially.

The dōjinshi's three authors have previously collaborated on a series of dōjinshi about Strike Witches. All three also actively opposed Bill 156 and a similar earlier bill that the Tokyo Metropolitan Assembly rejected in June.

In the press conference, a representative from the Weekly Asahi news magazine noted that Ishihara said in his 1972 book True Sex Education that "no book of any sort could instigate children toward crime or delinquency and that even if all undesirable books were wiped off the planet, crime would still take place." When pressed about this, Ishihara responded that he was wrong at the time and the world is different now. He then characterized people who read and write the restricted material as "sad people with warped DNA."

The self-regulation clauses of Bill 156 will go into effect on April 1 of next year, and the restrictions on sales and renting will go into effect on July 1. The full Tokyo Metropolitan Assembly approved the government's revised bill to amend the Youth Healthy Development Ordinance on Wednesday afternoon.

The current ordinance already prevents the sale and renting of "harmful publications" — materials that are "sexually stimulating, encourages cruelty, and/or may compel suicide or criminal behavior" to people under the age of 18. Bill 156 would require the industry to also regulate "manga, anime, and other images (except for real-life photography)" that "unjustifiably glorify or exaggerate" certain sexual or pseudo sexual acts. Another section of the revised bill would allow the government to directly regulate the above images if the depicted acts are also "considered to be excessively disrupting of social order" such as rape.

The assembly also approved a non-binding supplemental resolution urging newly designated harmful publications to be carefully regulated, with the work's merits based on artistic, social, and other criteria to be taken into account in the evaluation process.

The voluntary self-regulation clauses will go into effect on April 1 of next year, and the restrictions on sales and renting will go into effect on July 1.

Ordinance passed against manga 'extreme sex'


The Tokyo Metropolitan Assembly enacted an ordinance Wednesday to toughen regulations on the sale of manga and animation containing "extreme" depictions of sexual acts, despite claims from writers and publishers that it could breach freedom of expression and stifle creativity.

Publishers reacted strongly, threatening to withdraw from the 2011 Tokyo International Anime Fair, which is sponsored by the metropolitan government.

The ordinance calls on the industry to "self-regulate" to prevent people under age 18 from purchasing or accessing manga and "anime" containing depictions of rape and other sex crimes and those "unduly lauding or exaggerating" incest.

Manga the metropolitan government deems particularly malicious will be designated under the ordinance as "unhealthy books" and publishers will be banned from selling them to young people.

But the metropolitan government also added a clause stating it will give consideration to artistic and social expression and apply the ordinance carefully, although the clause is not legally binding.

The self-regulation rule takes effect April 1 and the sales restrictions July 1.

Last Friday, 10 major publishers, including Kodansha Ltd., Shueisha Inc. and Kadokawa Group Publishing Co., issued a statement saying they will refuse to take part in the internationally popular event slated to be held next March.

I can't be the only fanfic writer whose tongue curls up and whose every neurotic neuron goes totally  WAAAH, so much for that fic fitting into the canon timeline whenever Kubo reveals a little detail that conflicts with one of my stories? Of course I have tolerance for the dissonant alternate universes of Bleaches, even within my own fic---in this one, Ishida loves Orihime, in that one Ichigo, la la la, I am AUTHOR and I do as I please--but lately the flashback chapters have been bombing the hell out of lots of "How Hisagi Got his 69 Tattoo" and other such theories. The stories aren't invalidated of course--good writing stands as good writing, and fanon doesn't have to fit (or even make sense) with Kubo's paradigms in order to be authentic bleachness.

But who else out there is going nuts as your "what if" stories and pre-canon timeline stories are smashed to dust? Writers are compulsive creatures so there's that urge to go back and tweak details---then again, one of the things that makes the canon bombings tolerable is the absolute authority with which Kubo kills your backstory. I've yet to read a fic that was in the canon timeline that was better than Kubo's story. I remember writing the scene where Ryuuken gives Uryuu his powers back simply because I was tired of waiting for it and thinking damn, this is pretty good, I wonder if Kubo can do something this good, and of course, he does leagues better.

Pimping Time. [personal profile] nehalenia  wrote a fic based on my drawing of Ishida with the fireflies: Whatever You Want (IchiIshi, yaoi, NC17). It's ... guh ... gah. And because I didn't properly pimp the fic last time, she also wrote a really delish steaming spring and sweaty bodies fic not long ago called Sword Brothers (RenIshi, yaoi, NC17)

Take heed, Neha's fic isn't for everyone--those of you who won't like it know who you are. But if you want scrumptious, literate, goooood smut, she's your gal.

I'm still trying to learn how to write smut like that. In case you missed it, I'm still interested in responses to The Pr0n Ficcer's Meme. I caught some people filling out the meme in private LJs but it would be cool if you could answer in comments to the original post itself. Thanks.
