No, you don't have to 'know' the mods (as in be friends with them, talk to them personally, etc)to have access. I was granted access without ever asking, without ever having an actual conversation with the mods (outside of general Bleach discussion in threads), and they're not even on my f-list on DB. If a member wants to see the goodies and gain trust, all they have to do is participate around the forum more and promise to abide by the rules (a very simple 'don't take this stuff and claim that it's your own etc').
They're even willing to grant access to people that DON'T post a lot as long as someone can vouch for them--there may be some 'ass kissing', but it was never asked for and oftentimes ineffctive. It's honestly not that hard to see the translations, the mods have never asked any members to jump through hoops.
