I think it's a pretty big deal,yeah, this being in a databook. It's not like it doesn't confirm what we've already been led to believe after chapters and chapters (Inoue believes that Ichigo has romantic feelings for Rukia) but it seems awfully early and it removes the ambiguity the moment had without text. When I first read it, I thought--oh, she knows something... then with the remark "she is the person who changed his life" I thought maybe Inoue was naive enough to miss the romantic connotation Ishida (and the audience) thought for a moment was there.
With text like we have here, there's no ambiguity. I think that's a pretty big deal. It doesn't change my opinions (I'm pretty sure that IchiRuki is an inevitable match in the manga)but it throws a screw at some of the naysayers---those who said Inoue wasn't talking about romance and those who deny Ishida's feelings for Inoue.
