It clearly says "extreme" sexual acts. By no stretch of the imagination can any scene in Bleach be construed as displaying extreme sexual acts. The innuendo for such acts may be there, but that's a completely different thing.
This bill is not targeted towards Bleach or Naruto or such things. This is for animes like the one where a third grade girl is making overt sexual advances on her teacher. Boners included.
This isn't something for us to be nervous about. This may be an attack on Japan's culture of filthy sexual fetishes, but that may be for the better.
