Binktopia posts their scans at Mangashare. I think that's why they were a bit miffed when onemanga was posting them. Doesn't matter though since Franky House and Sleepy Fans have been doing a good job at posting and to be honest, Binktopia's translations are dicey when it comes to Bleach.
I could be wrong but I don't believe that the Kidou Corps is part of the 2nd as it had its own section apart from the Gotei 13. If I remember right, there were three arms of the Seireitei: the Gotei 13, the Kidou Corps and then one more.
Kensei has become quite interesting to me. Hiyori as well. As to others, even Shinji, I'm not quite as interested. But it will be interesting to see how it all plays out.
