Well, I assumed Urahara was wanted for the Vaizard incident by the Shinigami and needed to escape, and Yoruichi helped him, thus making herself an Outlaw.

Of course, these days the SS seems content to let Urahara be, so maybe it was something else, which should make the Yoruichi/Urahara shippers happy.
